The water planet Neptune, is covered by a deep ocean of salt water. The water temperature is maintained above freezing by its high salt content and the planet's thick cloud cover. The atmosphere is intermittently disturbed by a huge storm that circles the globe on a regular interval.
The colony at Neptune, reside in underwater, bio-dome cities. The colonizing race, known as Neptunians, mine the ocean floor for magnetic minerals and electrical metals, which they use in the creation of various and unusual gadgets.
